Table Tennis England Scraps the Supervision Exemption: Every Adult in a Junior Session Now Needs a DBS Check

The coach stands at the head of table seven, his left hand holding a stack of registration forms, his right hand gripping a ballpoint pen and not writing. He stays like that for about twenty seconds. Behind him, seven children are collecting balls, and the sound of the ball bouncing on the wooden surface falls evenly, like rain. What stops him is not a heavy backspin serve, and not a student walking out mid-session. He is asking himself whether he needs a certificate at all, when for twelve years he has stood in that same spot, unpaid, every Tuesday and Thursday evening. In another version of that moment, thousands of table tennis coaches and volunteers across England will ask themselves the same question in the coming weeks. This time they will get an official answer, and it arrives in a webinar that lasts exactly one hour. Table Tennis England, the governing body for table tennis in England, will host an online webinar on Tuesday 29 September 2026, from 6pm to 7pm local time. The presenter is Kyhl Daly, the organisation's Designated Safeguarding Officer. The agenda has three parts: the changes to DBS requirements, what they mean for each individual, and the wider picture of how DBS works in table tennis. DBS stands for the Disclosure and Barring Service, the criminal record checking mechanism in the United Kingdom. A DBS check is not a certificate of merit, and not a professional licence. It answers exactly one question: whether this person appears on a barred list, as of the date the check was issued. The target audience is set out clearly: Club Welfare Officers, members of club or league committees, and anyone who volunteers regularly with children. In other words, the people who hold the keys to the hall. They will be walked through the regulatory change and how it affects them and the volunteers they work alongside. The core of the matter sits on a single date. From 1 September 2026, the Crime and Policing Act 2026 removed the 'supervision exemption' from the legal definition of Regulated Activity. Previously, some volunteers and coaches working with children under supervision were not required to hold a DBS check. That no longer applies. It is the operating system of grassroots table tennis. A typical junior session runs with one lead coach who holds a DBS check, two assistants aged seventeen and nineteen, a parent at the door collecting fees, and one more adult running the ball machine. Under the old definition, only the lead coach sat inside Regulated Activity, provided the others were supervised. From 1 September 2026, that arithmetic changes. Every adult present in the area where Regulated Activity happens needs their own check. Based on my own experience watching grassroots matches, no tournament has ever suffered from a shortage of willing adults. What tournaments suffer from is a shortage of adults who have been checked. The cost is not the fee. The cost is time and patience. Each check requires an adult willing to sit and fill in forms, willing to wait for identity verification, willing to understand that they have just stepped through a different legal doorway. For a club with twenty volunteers, that is twenty conversations. For a district junior tournament, that is twenty conversations before the first ball is tossed. At 47, the newsroom told me to write what readers wanted. I started writing what they needed. What table tennis readers need now is not a hymn to the volunteer spirit, but to know precisely which day the law changed, who has to do what, and who is accountable when a check falls through the cracks. I once watched Levi shake on the big stage. That shake is what made the legend. A trembling hand is not a sign of weakness. It is a sign that a person understands the weight of what they are doing. Table tennis was never a map with that kind of clean vision. A hall is an open space, sound ricochets, and the human eye has no full-map view. The romantic version of this story says a new law is strangling the volunteer spirit. I do not buy that version, and I do not buy its opposite either. The supervision exemption was never a sensible rule in table tennis. It was sensible on paper, in a meeting room, where supervision is understood as being present and watching. On the competition floor, supervision is a blurry concept. A coach standing at table one cannot see table eight, especially when the hall holds forty people and the sound of the ball drowns out speech. The new law did not create a new problem. It admitted an old one. But there is one point both camps dodge. A DBS check is a photograph of a person's past, never a live camera. It states that this person has not been convicted or placed on a barred list as of the issue date. It does not state that this person will be decent next Thursday evening. Any club that treats the check as the end of the safeguarding process is comforting itself. The check is the door, and never the whole room. In 2026, the tournament fell silent. I learned that applause does not need a crowd. I think about that every time I see a safeguarding procedure designed to reassure adults rather than to keep a child safe. The webinar on 29 September will answer the administrative half. The other half cannot be answered by anyone else. What I want to see afterwards is not a record for the number of checks processed, but clubs recalculating their adult-to-child ratios before the law forces them to. A club that prepares early turns September into a formality. A club that prepares late turns it into a staffing crisis.
